refactor(filters-challenge-header): remove inactive experiment

The filters_challenge_header experiment is absent from ui.active_experiments
in both development and production, so every branch it gated was already
unreachable. Removing it also deletes the two sequentially awaited fetches in
BorrowerProfile's mounted() hook that delayed the loading-to-loaded swap.
ChallengeTeamInvite and ShareChallenge had no other consumers, and the
challenge cookie writer was fed only by BorrowerProfile.
