feat: add provisioning manager task shell (B1-809 PR3b) (#1108)

- add components/bb_wifi_prov/Kconfig: task stack/priority, queue depth,
  and WP_CLOSING settle-ms knobs, bridged via CONFIG_BB_WIFI_PROV_*
- add platform/espidf/bb_wifi_prov/wifi_prov_mgr.{c,h}: queue + task shell
  driving the wifi_prov_policy.h FSM, mirroring wifi_reconn.c's
  queue/task/adapter pattern; entry events go through
  wifi_prov_fsm_drive_entry(), save/timeout events through a plain
  bb_fsm_step()
- touch bb_wifi_prov.c's /save success path to post EV_SAVE_SUCCESS after
  bb_wifi_prov_signal_done(), guarded no-op when no manager is running
- add bb_wifi_ap/bb_task to bb_wifi_prov's PRIV_REQUIRES
- regenerate components/bb_wifi_prov/README.md (bbtool docs gen)

Lands inert: nothing outside bb_wifi_prov calls wifi_prov_mgr_init() yet,
so the queue stays NULL and the /save post is a no-op.
