feat: add public provisioning entry API (B1-809 PR4) (#1109)

- add wifi_prov_entry_decision(), a pure one-bit policy gating the portal
  strictly on !has_creds; `provisioned` only selects which entry reason
  (EV_ENTRY_FIRST_BOOT vs EV_ENTRY_DEPROV_ANOMALY) is reported
- add bb_wifi_prov_autoinit(), the boot-time entry point: starts the
  provisioning manager and posts the entry event only when no creds are
  present; deliberately skips starting the manager task when creds already
  exist
- add bb_wifi_prov_request_portal(), a user-requested (re-)provisioning
  entry point that posts EV_ENTRY_USER_REQUESTED; no-op if the manager
  isn't running
- extract wifi_prov_mgr_post_entry()/post_event() to share the
  post-to-queue-or-warn idiom with wifi_prov_mgr_on_save()
- exhaust all 4 (has_creds, provisioned) combinations plus NULL out_event
  in host tests, asserting the out-param
- lands inert: no in-tree caller, no `bbtool:init` marker, so examples/smoke
  does not auto-compose it
