docs(generate): document per-unit cue flip placement in the README

Describe BuildUnitCues and the WithFlipAtCueStart trade-off in the README, including the wire pattern across a unit boundary, and shorten the CHANGELOG entry to a pointer.

Correct one claim in the process: a receiver hitting the leading EOC without its build was described as showing no caption for one cue period, which only holds for a fresh decoder. One that keeps 608 state across a discontinuity flips whatever was last preloaded and can show a stale caption instead. A sender cannot prevent either, since an ENM ahead of the EOC would erase the build about to be flipped.
