Convert user.rb, name/validation.rb, concerns/validations.rb to deferred tags

Completes #4901 Phase 2's convertible sites: user.rb (14, including 3
already-escaped notes_template ones), name/validation.rb (4 - the
already-escaped citation_start/icn_id_registrable/icn_id_unique, plus
the plain user_presence check), concerns/validations.rb (2 - the bare
:validate_future_time/:validate_invalid_year tags).

Left alone, with the ActiveModel::Error#message override handling
each correctly already: field_slip.rb's message:-override hybrid, and
4 composite messages (name/validation.rb's text_name_length/
author_length/search_name_indistinct, concerns/validations.rb's
when_message-based date errors) that concatenate multiple resolved
tags into one string rather than a single tag + interpolation args -
they don't fit the bare-tag shape and stay pre-resolved.

No test changes needed - the ActiveModel::Error#message override
(previous commit) makes every native Rails error-display path resolve
these correctly without any consumer-side changes, unlike the earlier
batches in this arc.
