fix: cap bb_diag_panic txn capacity at its real 2-key usage (#1102)

Both panic-init transactions (capture and stub variants) stage at
most 2 distinct keys (reset_count, plus app_fp conditionally) but
paid for the house default of 3 slots since PR1 made txn capacity
caller-sized. Switch both BB_STORAGE_TXN_DECLARE_DEFAULT sites to
BB_STORAGE_TXN_DECLARE(txn, 2), recovering the stack the
caller-sized design was meant to save.
