docs: fix stale bb_openapi references left over from PR #1071 (#1073)

- point every "VISIBLE to bb_openapi_emit()" doc comment at
  bb_openapi_emit_stream(), the only emitter left after the host tree
  emitter's deletion in #1071 (B1-1208)
- drop the mirror/lock framing in bb_openapi_emit.c that described the
  stream emitter as shadowing the deleted tree emitter's
  build_operation() and locked by the deleted
  test_openapi_emit_equivalence.c harness (B1-1213)
- reword the BB_OPENAPI_RUNTIME_META Kconfig help text: descriptor-meta
  adoption is complete tree-wide, not still pending -- dropped the
  embedded counts and PR range, which drift independently of the prose
