test: delete duplicate never-registered tests (B1-1212 part 1/2) (#1074)

- remove test_bb_url_decode_field_not_first / test_bb_url_decode_field_at_end
  from test_http_utils.c, byte-identical copy-paste duplicates of the
  registered test_url_decode_field_not_first / test_url_decode_field_at_end
- remove the 4 test_ota_apply_claim_* functions from test_ota_pull.c; they
  only drove the generic bb_ota_check_ota_claim_acquire/release/reset
  primitive, already covered by registered tests in test_bb_ota_check.c, and
  never exercised the apply handler the docstring claimed to verify
- replace the misleading docstring with a short comment recording the
  deadlock contract is real but currently uncovered; a real regression test
  is tracked separately
- drop the now-unused bb_ota_check.h / bb_ota_check_internal.h includes from
  test_ota_pull.c
