chore(blas): Phase 4 removal (2/2) -- delete the linear-algebra library (#1215)

Deletes the now-orphaned linear-algebra headers left behind after the
consumer removal in the parent PR. With this, Universal is a pure
number-systems library: nothing compiled references blas/ or
numeric/containers/.

Removed:
- include/sw/blas/**            (L1/L2/L3, solvers, generators, vmath,
                                 statistics, utes, serialization, and the
                                 include/sw/blas/matrices test-matrix DB)
- include/sw/numeric/**         (containers.hpp + vector/matrix/tensor)
- include/sw/universal/dnn/**   (DNN subsystem -- built on the BLAS)
- include/sw/universal/quantization/qsnr.hpp (BLAS-dependent; zero
                                 consumers after Phase 4 part 1)

Kept: include/sw/universal/quantization/error_metrics.hpp (no BLAS
dependency; still used by benchmark/accuracy/blockformat).

Also: retarget the ClangFormat matrix-data exclude to data/matrices, and
update docs/migration to record the removal (deprecation shipped in v4.7.5).

data/matrices (raw .mtx DB) is intentionally left for the test-matrix DB
migration follow-up (#1210).

Verified: cmake -DUNIVERSAL_BUILD_ALL=ON configures cleanly; number-system
tests (cfloat, dd) and surviving applications build and run under gcc after
the full header removal.
