* chore(blas): Phase 4 removal (1/2) -- delete linear-algebra consumers

Removes every BLAS/containers-consuming experiment, application, and
benchmark from Universal, plus the linalg/ test suites and the DNN
subsystem's build wiring. This is the consumer half of the #1209 removal;
the orphaned library headers (include/sw/blas, numeric/containers,
universal/dnn, quantization/qsnr.hpp) are deleted in the follow-up PR so
each branch stays build-green (removing headers first would break
BUILD_ALL while consumers still compile).

Removed (whole dirs): linalg/{blas,vmath,data};
applications/{accuracy/pde, accuracy/optimization, accuracy/geometry,
mixed-precision/dnn, mixed-precision/robotics, performance/ir,
reproducibility/blas}; benchmark/{error/*, accuracy/blas,
accuracy/quantization, range/blas, reproducibility/blas, performance/blas,
energy/blas}; mixedprecision/tensor/dnn.

Removed (files, GLOB-dropped): scattered blas consumers under
applications/{accuracy/{engineering,mathematics,ode}, approximation/chebyshev,
performance/chaos, precision/numeric}, mixedprecision/{integration,roots},
and benchmark/{energy/instrumented,range/arithmetic}.

Dropped from build, source retained: papers/systems-paper (3 demos),
playground/conversion.cpp, mixedprecision/tensor/cg (already dropped).

CMake: removed the linalg add_subdirectory block and the
UNIVERSAL_BUILD_LINEAR_ALGEBRA_{BLAS,VMATH,DATA} options + their set()s;
pruned the extracted applications/benchmark add_subdirectory lines.

Migration targets: MTL5 + mp-blas/mp-iterative/mp-ir/mp-numerics
(see universal#1204). Follow-ups: rpoly #1211, CG mixed variants
stillwater-sc/mp-iterative#32, test-matrix DB #1210.

Verified: cmake -DUNIVERSAL_BUILD_ALL=ON configures cleanly (also with
-DUNIVERSAL_BUILD_PAPERS=ON); survivor targets in every edited subdir
build under gcc; no compiled source references blas/ or numeric/containers/.
