refactor: bb_mdns persistent-browse only, remove 60s browse-refresh workaround (B1-604) (#1043)

Subtractive: retires bb_mdns_refresh_decision (pure decision fn + its host
tests) and the CONFIG_BB_MDNS_BROWSE_REFRESH_INTERVAL_S knob. The periodic
delete+recreate of every browse subscription thundering-herded the fleet
every 60s and had hard-hung brood. mDNS is now join/goodbye state-change
only (persistent browse kept intact); bb_cache ts_ms age-out remains the
sole liveness/expiration mechanism, as it already was.
