feat: add bb_serialize_meta_openapi_fragment section-fragment engine mode (#1042)

Engine-only PR-a of B1-1059: factors a shared static body-writer out of
bb_serialize_meta_openapi_schema() and adds bb_serialize_meta_openapi_fragment(),
which renders the same body but omits the top-level "required" and
"additionalProperties" keys -- the shape a section fragment needs when
spliced verbatim into a composite /api/health schema. _schema() is a pure
extraction, byte-identical output. No production callers this PR (inert,
config-gate is CONFIG_BB_OPENAPI_RUNTIME_META for a later PR).

Retires the test-only test_meta_fragment string-extraction helper -- the
three section-fragment goldens now call bb_serialize_meta_openapi_fragment()
directly instead of extracting a "properties" substring out of the full
_schema() output.
