feat: compose mqtt + temp health section OpenAPI schemas at init from meta (gated) (B1-1059 PR-b) (#1044)

- gated CONFIG_BB_OPENAPI_RUNTIME_META, config-OFF byte/symbol-identical
- fail-fast section-offline on compose failure (pilot posture, does not pre-empt B1-1198)
- consolidates test_host_openapi_meta_on main()
