Add Makefile with build, test, lint, fmt targets

Add a Makefile as the single source of truth for local dev and CI:
build, test, coverage, lint (auto-installs pinned golangci-lint),
fmt/check-fmt, generate, tidy, clean, plus check and ci composites.

Point CI's lint and coverage jobs at the corresponding make targets,
and add a check-fmt job to gate formatting in CI.
