ci(e2e): cap DB CPU and report runner resources to reduce browser starvation

Lower DB_CPU_LIMIT from 4 to 2 so Postgres cannot consume every core on the
single e2e runner (which also hosts the whole stack plus the Playwright browser)
and starve the Firefox worker's event loop during client-side PDF rendering.

Also print nproc/free/loadavg (temporary) so we can see the runner's real size
and size resource limits correctly. Runs alongside the 900s clientPrint probe.
