feat: co-locate host meta tables for health-section descriptors (openapi precompute) (#1022)

extends the B1-1059 PR-2a #if-gated bb_serialize_desc_meta_t pattern to the 2
/api/health SECTION-FRAGMENT descriptors covering bb_mqtt_client's "mqtt"
section and bb_temp's "temp" section (the latter a byte-identical platform
twin, host + espidf). Unlike the REST/SSE clusters, these section fragments
are spliced VERBATIM and BARE into the /api/health composite (no top-level
"required"/"additionalProperties" of their own), so a byte-equal golden
against the full composer output is structurally wrong here -- a new
fragment-only test helper (test_meta_fragment.h) narrows the comparison to
just the "properties":{...} object body, which the two sides truly share.
Finding: byte-identical properties fragments for both descriptors. zero
device bytes (BB_SERIALIZE_META_HOST is host-only, verified byte-identical
per-object against the pre-change baseline), zero production behavior
change.
