feat: co-locate host meta tables for SSE descriptors (openapi precompute) (#1021)

extends the B1-1059 PR-2a #if-gated bb_serialize_desc_meta_t pattern to the 5
SSE-topic descriptors covering health.stack, ota.progress, log,
update.available, and diag.boot, with byte-equal golden tests against each
hand-authored schema literal (documented deltas only: no top-level title, no
top-level x-sse-topic, trailing additionalProperties:false, and nested-OBJ
children always getting a required:[] even when empty). diag.boot exercises
the full three-level nesting shape (flat top-level, two nested BB_TYPE_OBJ
fields, one nested BB_TYPE_ARR-of-BB_TYPE_OBJ field), each with its own
co-located sub-table. zero device bytes (BB_SERIALIZE_META_HOST is
host-only, verified byte-identical per-object against an origin/main
baseline), zero production behavior change.
