feat: co-locate host meta tables for REST descriptors (openapi precompute) (#1020)

extends the B1-1059 PR-2a #if-gated bb_serialize_desc_meta_t pattern to the
4 REST descriptors covering GET /api/update/partitions, DELETE
/api/diag/storage, POST /api/diag/factory-reset, and POST
/api/update/config, with byte-equal golden tests against each hand-authored
schema literal (documented deltas only: no top-level title, trailing
additionalProperties:false, and the ARR-of-OBJ items shape's missing
required list). zero device bytes (BB_SERIALIZE_META_HOST is host-only),
zero production behavior change.
