chore: Bump SDK band to 10.0.3xx and Roslyn pair to 5.6.0

Executes parts 1 and 2 of the deferred upgrade plan in #1023:

- global.json: 10.0.100 -> 10.0.300 (rollForward latestPatch), restoring
  the deliberate band-pin policy from #1020 at the current band
- Fix all 27 IDE0028 sites the newer analyzers flag (the 5 known from
  the issue plus sites in code merged since): the analyzer's preferred
  rewrite is C# 14 collection-expression arguments ([with(capacity)],
  [with(comparer)]), which pass through to the same constructors, so
  capacity/comparer/copy semantics are unchanged
- Bump Microsoft.CodeAnalysis.CSharp / .Workspaces 5.0.0 -> 5.6.0; both
  generator projects build clean (no CS8032, no new RS diagnostics)
- Regenerate all packages.lock.json (ILLink 10.0.9 -> 10.0.10 follows
  the SDK)

ImageSharp 4 (part 3) remains deferred on the licensing-mechanics
decision tracked in #1023.
