feat(projectDownloads): migrate KML to non-legacy DEV-1597 DEV-1595 DEV-1596 (#7256)

### 📣 Summary

KML exports now use the modern downloads flow (same as CSV/XLS/GeoJSON)
instead of the legacy iframe path.

### 💭 Notes

Built atop #7250

Changes here:

- Adde `kml` removed `kml_legacy` export type
- Improved types

### 👀 Preview steps

1. ℹ️ Have a project with submissions
2. Go to Project → Data → Downloads
3. Select export type "KML" (notice no "KML (legacy" option)
4. Click "Export"
5. 🟢 Confirm the export appears in the Exports table and after
processing shows download button
6. Open "Advanced options" and select "GeoJSON"
7. 🟢 Notice "Flatten GeoJSON" option is available
8. Select "KML"
9. 🟢 Notice "Flatten GeoJSON" option is not available
