refactor(projectDownloads): migrate to orval DEV-1597 (#7250)

### 💭 Notes

Built atop #7247

This is preparation work for the KML out-of-legacy migration.

Project Downloads now uses Orval React Query APIs instead of legacy
Reflux exports actions/store, while keeping the same user-facing export
flows and adding more reliable cache refresh behavior.

Changes here:
- Replaced shared Reflux export-type store wiring with local React state
- Removed legacy exports action layer and old exports store
- Switched Project Downloads export create/list/retrieve/delete and
export-settings operations to Orval-generated endpoints
- Kept polling behavior for in-progress exports, but decoupled it from
Reflux actions
- Added mutation defaults for exports and export-settings endpoints
- Improved error handling
- Added few comments
- Switched confirm modals out of alertify to Mantine
- All buttons have pending mode - delete export settings, delete export,
create export
