Parallelize replay PCA projection (#185)

* Parallelize replay PCA projection

Apply bounded rayon parallelism to replay-phase PcaTransform::apply while preserving canonical replay-order downstream updates across PlanCuts, CountCells, and RealizePartition.

Update the directional-PCA requirements, design, and validation specs to document the ordered parallel projection contract and add replay-phase equivalence coverage.

* Fix replay pass tracker ordering

Advance the directional-PCA pass tracker only after each embedding has been successfully processed in replay order, so partial failures cannot over-count or over-hash a batch.
