Use GK summaries for quantile planning (#184)

* Use GK summaries for quantile planning

Replace the abandoned sorted-spill quantile planner with deterministic Greenwald-Khanna summaries computed during the caller-visible PlanCuts pass, keep the streaming-indexer planner-state path compatible, and update the directional-PCA and streaming-indexer specs to describe deterministic approximate quantiles.

* Fix GK quantile cut selection

Choose the admissible Greenwald-Khanna summary entry closest to each target rank instead of the first overlapping entry so approximate cuts do not collapse onto duplicate thresholds and break downstream adaptive planning diagnostics.
