#### Description

- Add a `commit-and-issue` skill under `.bob/skills/` that drafts commit
messages / PR descriptions and opens GitHub issues following the repo's
PR
  template and conventions: `[component]` subject, the template's formal
headers only, a concise Description of the diff, lowercase `resolves`,
DCO
sign-off via `git commit -s`, and labels applied via `gh` (never in the
body).

#### Additional details (Optional)

- Authored and iteratively refined with the `skill-creator` skill (draft
->
eval -> refine), validating the commit-message output against the
PR-template
  conventions.
