feat!: migrate /api/update/partitions emit to bb_serialize, object-wrap response (#976)

- migrate the app-partition list emit from bb_json (cJSON) to a bb_serialize
  object descriptor via the existing bb_http_serialize_stream (BB_ARR_FIXED)
- normalize response body to {"partitions":[{label,address,size,running,state},...]}
  (was a bare top-level array), consistent with the other object-shaped routes

BREAKING CHANGE: GET /api/update/partitions response body changes from a bare
JSON array to {"partitions":[{label,address,size,running,state},...]}. Path and
method unchanged.
