feat!: move Wi-Fi scan route to /api/wifi/scan, migrate emit to bb_serialize (#975)

- relocate POST /api/scan -> POST /api/wifi/scan (no deprecated alias)
- migrate scan emit from bb_json (cJSON) to a bb_serialize object descriptor
  via the existing bb_http_serialize_stream (BB_TYPE_ARR + BB_ARR_FIXED)
- normalize response body to {"aps":[{ssid,rssi,secure},...]} (was a bare
  top-level array), consistent with all other object-shaped routes

BREAKING CHANGE: POST /api/scan is now POST /api/wifi/scan (no alias) and
the response body changes from a bare JSON array to
{"aps":[{ssid,rssi,secure},...]}.
