fix: bb_serialize_meta_openapi renders scalar array-items by elem_type (#974)

- B1-1109: bb_oa_write_items rendered a BB_TYPE_ARR's non-OBJ elem_type
  unconditionally as {"type":"string"}, ignoring the real scalar shape
  (integer/number/boolean); route it through the existing bb_oa_write_type
  mapper instead. OBJ elem_type behavior is unchanged.
- B1-1108: bb_oa_write_docs' enum_vals branch had zero direct test
  coverage; extend the coverage fixture with a dedicated enum_vals field
  and assert the emitted "enum":[...] fragment, plus regression fixtures
  for the elem_type fix above (ARR of integer/number/boolean).
