refactor: dissolve bb_board into bb_system + bb_meminfo (B1-977) (#973)

- relocate HW-identity accessors (chip_model, cores, mac, flash_size,
  app_size, chip_revision, cpu_freq_mhz) into bb_system, preserving
  bb_board's exact esp_chip_info/esp_flash_get_size/esp_ota_get_running_partition/
  esp_read_mac read semantics and host-stub values
- relocate the heap-state classifier (classify_heap/heap_state/set_heap_state/
  heap_state_str + CONFIG_BB_MEMINFO_HEAP_{LOW,CRITICAL}_BYTES thresholds) into
  bb_meminfo
- repoint bb_ota_boot/bb_ota_pull's heap guards onto bb_meminfo_get()
- delete bb_board (component, platform backends, tests, bbtool.toml/fence entries)

BREAKING CHANGE: GET /api/health no longer returns the "validated" field
(OTA re-contributes it later as a health section).
