refactor: remove dead-weight bb_manifest component and /api/manifest route (#972)

bb_manifest's nv/mdns registries have been empty in every shipped build
since B1-708 PR7 removed its only registrant (bb_settings' hand-duplicated
manifest registration); GET /api/manifest always returned an empty
{"nvs":[],"mdns":[]} with zero external consumers. Pull it out of
[capability.core]/[capability.smoke] in bbtool.toml, delete the component,
its espidf backend, and test surface, and regenerate the docs index +
fence new_component baseline (prune-only) accordingly.
