CI: public runners (hosted ubuntu + macos matrix)

Going public: revert ci/style/audit off the self-hosted runner to free hosted
runners, and restore macOS to the test matrix (POSIX-only, still no Windows).
This unblocks the macOS /dev/fd conformance path in CI.
