refactor(web): drop dead CSS rules

Remove styles that no longer match anything in the UI:

- The rule hiding the "Change" action text in the storage editor: the
  last element carrying the action-text class went away when the
  storage page was reorganized (fdbcd2701). Drop the now purposeless
  storage-structure hook class too.
- The masthead toggle override: the header does not render a
  MastheadToggle.
- The nav link overrides: the app does not use the PatternFly Nav
  component.
- The split button menu-toggle override: the SplitButton component was
  removed in the previous commit.
