docs: prepare 1.0.0 roadmap — MBI-008 Prompt Sets + MBI-009 Toolset Coverage

- Add MBI-008 (Prompt Sets) analysis and task breakdown
- Add MBI-009 (Toolset Coverage) analysis and task breakdown
- Update PLAN.md with 1.0.0 release gate and backlog reorganization
- Clean TODO.md: remove all completed sections (git history preserves audit trail)
- Mark items 2.15-2.22 as subsumed by MBI-009, 3.5/3.8 by MBI-008
- Defer 3.4/3.6/3.7/3.9, 2.13.x, R.1, F.1 to post-1.0.0
- Put Launch Preparation (L.1-L.9) on hold pending owner signal
