feat: track edge-observed API token usage

Tracks last-seen for API tokens observed by metric aggregators such as
Unleash Edge.

Downstream aggregators can include raw token secrets in the optional
`seenTokens` field on the bulk metrics payload. Unleash treats this as a
best-effort side effect of metrics ingestion and uses the reported
secrets to update token `seenAt`, so SDK tokens that only connect
through Edge can still be identified as recently used.

This intentionally uses token secrets rather than hashes to keep the
Edge and Unleash flow simple and consistent with existing token
validation requests, which already send token secrets in request bodies
over TLS.
