* Update module github.com/stacklok/toolhive-core to v0.0.28

* Regenerate swagger docs for toolhive-core v0.0.28

v0.0.28 re-adds "cargo" to the RegistryType and RegistryBaseURL
field descriptions. Renovate bumped the module but did not
regenerate the API docs, failing the swagger verification check.
