test: fix shuffle-order flake in internal/app (resetAllDB before unconditional CreateProject) (#178)

- TestHandleQueryV2_DomainRoadmap_ByEpicResolvesLabel called resetDB(t) (which
  clears only documents/edges) then unconditionally created project
  "acme-corp"; under go test -shuffle=on an earlier test's project row can
  survive and trip a UNIQUE constraint on the insert
- switch to resetAllDB(t), matching the idiom already used by every other
  test in the package that creates a project (e.g. TestResponseShapesFootprint)
- audited all internal/app *_test.go for the same resetDB+unconditional
  CreateProject pattern; no other instances found
