refactor: unify strict parsePriority into internal/backlog (OU-329) (#175)

- add backlog.ParsePriorityStrict, the shared home for the byte-identical
  strict P0-P6 validator previously duplicated in internal/app/shared.go
  and internal/query/filter.go
- repoint both call sites (handlers_backlog_v2.go, filter.go) at the
  shared validator; delete the two private twins
- leave backlog.ParsePriority (lenient, bool-returning) and
  resolveProject/resolveProjects untouched -- the latter are justified
  thin shape-adapters over the already-shared backlog.GetProjectByName,
  not duplicated logic; document that in a one-line comment on each
- move the twins' test coverage into internal/backlog/priority_strict_test.go
