refactor: make bb_tcp_client's NVS namespace caller-supplied (B1-951) (#872)

bb_tcp_client_init() hardcoded NVS namespace "bb_tcp" internally. Per
user decision (epic B1-949), a client component declares WHAT it
stores; the composition decides WHERE. `ns` is now a required, borrowed
const char* parameter (NULL/empty -> BB_ERR_INVALID_ARG before any
storage touch), mirroring bb_tls_creds's resolve_one per-call field
descriptor pattern. bb_nv dropped from PRIV_REQUIRES (no remaining
bb_nv symbol use once BB_TCP_NVS_NS is caller-supplied instead of
component-internal).
