refactor: delete bb_alert (B1-881) (#860)

bb_alert's wifi_lost_ip alert duplicates bb_wifi's existing "wifi.net"
LOST_IP edge (BB_WIFI_NET_EVT_LOST_IP, published from the same
IP_EVENT_STA_LOST_IP handler). Its other alert types are likewise
covered by existing channels: wifi_no_ip by bb_wifi's polled
reason-histogram/no_ip_count counters, and the three update_* alerts
by bb_ota_check's always-on bb_cache/SSE "update.available" topic.
Removes the component, its platform impls, tests, Kconfig, and every
call site in bb_wifi/wifi_reconn.c and bb_ota_check_common.c.
