[Bug Fix] Refresh published forms store after publish/archive/restore actions

- Import fetchPublishedForms in FormBuilderList.jsx
- Update runAction helper to optionally refresh the published forms store
- Call fetchPublishedForms after publish, archive, and restore actions

This fixes a bug where newly published forms wouldn't appear in dropdowns
(Manage Data, Manage Draft, Manage Users) until the browser was refreshed.
The frontend was only fetching published forms once at app startup.
