test: add host-only serialization metadata artifact with validator and openapi composer (#833)

B1-783 (PR-7 of the B1-767 serialization epic): additive, host-only cold
metadata (bb_serialize_field_meta_t/bb_serialize_desc_meta_t) paired with
a bb_serialize_desc_t via field key, a validator proving structural
agreement between the two, and a bounded-buffer JSON Schema composer -
plus a worked example over bb_info_wire_desc. Lives entirely under
test/test_host/, unreachable from any real-firmware build path by
directory placement (no Kconfig, no #if, no component wiring).
