test: add v2 wire descriptors and golden byte-fidelity harness for info, health, info-telemetry (#832)

- static-const bb_serialize descriptors for info/health/info-telemetry reproducing current on-wire bytes
- integer fields typed U64/I64 to match cJSON bare-integer output
- golden byte-exact host harness
- additive host-only no live-endpoint wiring
- descriptors are the v2 SSOT the deferred cutover will serve
- small rodata cost in device images
