feat: add bb_cache_serialize consumer descriptor registration and refresh (#831)

- register binds {descriptor, gather, ctx} to a bb_cache key
- refresh runs the registered gather then bb_cache_update, bumping state_version
- desc-optional get looks up the registered descriptor instead of taking one per call
- an override re-register invalidates any memo slots held for that key
- registry lives in bb_cache_serialize, keeping bb_cache serialize-agnostic
- composition-only, additive; bb_cache is untouched
- host tests migrated to the new get signature, plus new register/refresh coverage
