feat: add bb_cache_serialize compositional render memo (#830)

- memo keyed (format_id, key, state_version), reading bb_cache's
  snapshot()/state_version() (PR-3) API only -- bb_cache's own
  cached_json/dirty machinery is untouched
- version-compare (==, wrap-safe) invalidation on a bb_cache_update() bump
- switch-on-fmt JSON backend today (bb_serialize_json_render), no registry --
  a future format backend adds its own branch
- fixed no-heap slot table, no live eviction; a failed render never leaves a
  stale-valid slot behind
- deterministic byte-identity with a direct bb_serialize_json_render() of the
  same snapshot
- composition-only, fence-clean (new_component baseline approved, di_legacy
  0-new)
- host tests, 100% line+branch coverage on the new platform TU
