feat: add bb_cache state_version, snapshot, and write-notify seam (#829)

- per-key monotonic state_version counts owned-mode writes, distinct from
  the existing slot-identity generation counter
- bb_cache_snapshot copies the owned struct + version under the entry lock
  for a walk-safe, lock-free read of the caller's buffer
- composed _Atomic write-notify seam mirrors the existing evict-notify hook,
  default-empty and fence-clean
- additive and non-breaking: keeps cached_json/cached_len/dirty and all
  existing behavior byte-for-byte
- host tests for both new APIs and the write-notify seam
