fix(cli): port user-prompt-submit hook to native Go and resolve OU-283 wrong-project injection (#144)

- registers claude hooks user-prompt-submit, backed by a native port of
  plugin/scripts/user-prompt-context.js (classifyPrompt, cooldown, KB/backlog
  query), replacing the Node shell-out to the ouroboros binary
- fixes OU-283: resolution order is now prompt-mention first, then cwd
  (unless cwd's git root is the dangernoodle-marketplace hub itself), so a
  session whose cwd happens to be the marketplace checkout no longer
  unconditionally injects the marketplace's own KB/backlog
- flips plugin/hooks/hooks.json's UserPromptSubmit command to the Go binary;
  plugin/scripts/user-prompt-context.js stays on disk as inert fallback
