feat(cli): port subagent-start hook to native Go (#145)

Native port of plugin/scripts/subagent-start.js to `ouroboros claude hooks
subagent-start` on the mcpkit hooks seam: skip-list, hub-aware project
resolution (prompt-mention -> cwd-unless-marketplace-hub -> suppress, per
OU-283/OU-263), and native KB/backlog reads (store.KeywordSearch/
QueryDocuments + backlog.ListItems) replacing the JS binary shell-out.

No cooldown: per rules/plugin.md ("Do NOT cooldown SubagentStart -- every
subagent is a fresh context with no memory") and the official Claude Code
docs (SubagentStart fires once per spawn; each subagent is a separate fresh
context window), a session-scoped cooldown would starve a later fresh
subagent. The JS's 60s cooldown was a bug and is deliberately not carried
forward.

hooks.json flipped to the binary; subagent-start.js kept as inert fallback
(removed later in OU-264).
