feat: add bb_storage_rtc backend (creds-mirror relocation, additive) (#823)

- new bb_storage_rtc component: relocates bb_nv's RTC creds-mirror pure
  pack/valid/crc logic (byte-identical magic/version/layout) into a
  standalone bb_storage backend, keyed on ssid/pass/provisioned with a
  whole-region magic+version+CRC guard (cold boot/corruption/version
  mismatch fails every key closed; overflow set returns BB_ERR_NO_SPACE,
  never silent truncation)
- registers as an inert provides=storage_rtc codegen provider; bb_nv
  keeps its own separate RTC region and write/heal call sites unchanged
  (PR3a is additive only -- the relocation of bb_nv's live mirror duty
  onto this backend is PR3b, hardware-gated)
- composed into examples/smoke to prove it links and registers on the
  espidf boot path under -Werror
- new_component fence baseline grown (121 -> 122) as design sign-off
