feat: add bb_settings wifi pending-creds writers (#822)

- bb_settings_wifi_pending_set/promote/clear + ssid/pass_get + active
  gate, built on bb_config_staged's atomic multi-field commit and
  bb_storage_erase's best-effort cleanup
- byte-compat with bb_nv's pending path (same "bb_cfg" ns, wifi_ssid_p/
  wifi_pass_p/wifi_try keys) -- purely additive, no boot-path call sites
  switched yet (PR2 of the bb_nv creds-cluster; PR5 wires bb_wifi/bb_prov)
