fix: register nvs storage backend on the boot path (#821)

wire bb_storage_nvs_register() into bb_app_init_early() via a
provides=storage_nvs bbtool:init marker, with bb_wifi_autoinit declaring
requires=storage_nvs so codegen orders registration first in the same
EARLY tier -- previously "nvs" was registered only in smoke's selftest,
never on the real boot path, so bb_settings' wifi/hostname getters
(backend="nvs") returned BB_ERR_NOT_FOUND on a real boot even with valid
stored creds. drop the now-redundant explicit register call from the
selftest.
