ci: skip CI for docs-only commits, same as plans/ and yesterday/

Add docs/ to the "only skippable files changed" filter in three places: the
orb's build-halt step (freegle-tests.yml, now published as freegle/tests@1.1.356)
and the two cancellation guards in config.yml. A commit that touches only docs/
now halts the build the same way a plans-only commit does, so documentation
edits - including the auto-committed screenshot updates - do not run the full
suite or cause CI loops. Commits that touch code plus docs still run normally.
